I am not sure how well it works but PhotoTranslate app does have urdu in the
list of supported languages Sindhi and Punjabi are also supported. By way of
clarification, These two are the native languages of more Pakistani people
than Urdu And neither of these three languages are exclusive to Pakistan.

TranslatePhoto is an app you may like to try. . The main purpose of this app
is to scan and OCR from a language and translate it to another but you can
definitely read the source language Text without translating it to another.
The app does have a free version. And it does support Arabic and many other
eastern languages
