Make sure you allow SIRI to use cellular data, maybe it somehow got restricted to only work on WiFi

I have the IPhone 8 and struggle some to use it but trying to improve. My question about Siri: I used to be able to send text messages by voice when away from home. Suddenly, I get a message that Siri is not connected to the internet. I can’t speak my text messages or hear text messages read to me. Has Apple changed something or has one of my settings been accidentally changed? Thanks for any help.
