Turning on screen recognition is definitely a good tool to try. I once again point to one app I use and which is completely and entirely inaccessible. The app is 3CX, a VoIP phone app which works together with the phone system I have at my store. Without screen recognition you ca't do anything with Voiceover and nothing is read on the screen, turn on screen recognition for this app and it magically becomes I would say 90% accessible. There are still a few issues, but it's very usable.
