Yes, chrome is for the most part accessible using voice over on iOS. That said, you should be aware that due to the intrusive nature of chrome and Google in general, chrome has a lot going on behind the scenes that tends to be very taxing on system resources. for that reason, I find that safari is a much better choice for browsing on iOS.
