Well, if I understand your question. The speakerphone button is always present when the keypad is hidden. And the keypad is always front and center when on a call if you don't hide it. And as far as when she do use VoiceOver instead of Siri the only time that you have to worry about just using just a voiceover, is when you're not on a call. As you can't use her when you're on a phone call.
