Yes. While on the call, you would need to pull the phone away from your ear because the screen won't respond if it is too close to your head, and so it may go on speaker which is good so you can hear VoiceOver. Open the phone app, and then double tap on the keypad tab. you can access any app on the phone while talking. Of course, if you have headphones on, that makes it easier.

The description of that setting says, During audio calls, automatically switch to the speaker when not holding your iPhone to your ear. Meaning that if you put the phone by your ear, and pull it away, it will automatically switch to speaker. Or, if you just place your hand over the upper half of the phone and pull it away, it will switch to speaker. The keypad should show up if you use Siri to place a call.
