My wife is having the same issue on her iPad mini. She did a web search, and there are reports going back a long way from people having this very issue. No solutions yet. So, if anyone who does not have an Apple music subscription is having the same issue of Siri insisting it cannot fine the music you want on Apple Music even though its on your device and you are as irritated as I am, please write Apple, and Apple Accessibility even though this is not strickly an accessibility issue. I plan to go to www.apple.com/feedback and submit a report.
