Unfortunately, the Music is controlled by the volume buttons and VoiceOver 
volume is controlled on the rotor.
Generally speaking, the iOS will remember the volume you last set.
So try adjusting the music volume where you want it, and then put VoiceOver at 
100% see how that works.
Chances are, music is often going to be louder than VoiceOver, so it is a bit 
of a trade off.

I don't know what's going on with my SE2020, but I need to figure out how to 
control two separate volumes.  That would be the voiceover volume and the music 
I may be playing.  Lately the music overpowers the voiceover, and of course 
without voiceover, I can't lower the volume of the music.  I want to control 
the voiceover volume with the volume buttons on the side of the iPhone and the 
volume of the music perhaps with the volume on the rotor.  Is that asking for 
too much?  How do I set this up?  Thanks.
