Unfortunately, the Music is controlled by the volume buttons and VoiceOver volume is controlled on the rotor. Generally speaking, the iOS will remember the volume you last set. So try adjusting the music volume where you want it, and then put VoiceOver at 100% see how that works. Chances are, music is often going to be louder than VoiceOver, so it is a bit of a trade off.
