OK, I just tested with that setup. The "number sign" or "Hashtag" is dots 4,5,6, then dots, 1,4,5,6. Do that once, immediately followed by the words you want in your heading level 1 and hit a hard return. Do that number sign twice then the heading words for a heading level 2, and so on. Make sure you get a hard return after the heading text. Then, open the outline and set it to lowest level headings to confirm it worked. Then, when you export it as rtf (which is what I recommend, the document will have those marked up as headings.
I haven't made a thorough recording on walking through all of that, but there may be one on ApleVis.
