You need to select either Wifi or Wifi and Cellular. Then select the Back button to go back a screen.
Now double tap either the Wifi or Wifi and Cellular, whichever one you selected in the prior screen. Now swipe through the apps and turn on what you want to refresh. I may not have the steps exactly right, but it took me a little playing around to figure it out, kinda sorta. It's a little different than most other screens used to change settings.
