That seems large to me, so I'm guessing you're looking at the total space used up by your backups and not just the size of one backup. Did you recently turn on backups? I ask because just before upgrading, my wife bought the 50G storage plan from Apple and while she was waiting for her photos, messages, backups, ..., to be backed up to iCloud, her backups showed like 29% of her storage. After a day or two, this settled down to about 1G, which is what I'd expect and what I have for a backup on my iPhone.

To back up your phone to iCloud, go to Settings and then click on the button at the top that has your name in it and says something like Apple ID, iCloud, Media and Purchases. Next double tap on iCloud. Now select which services and apps you want to use iCloud including iCloud backup. I assume you would be able to use this backup after you reset your phone. Make sure the backup is complete. It should take just one evening, and you'll see it in the same location, Settings -> Apple ID -> iCloud.
