If you get an email receipt, there is a link to report a problem, and ask for a refund. I would think you may be able to do that through those standard channels.
If not, even though they seem less willing to go outside of their box, try calling Apple Accessibility and explain what happened and see if they can assist. The iTunes store does not have any phone access, just chat messages ... not my favorite way to attempt to dialog with someone.
