It sounds like you may want to try a Reset Network Settings. You won't lose any data, you will have to log in again to things like Wi-Fi and any VPN's if you use them, which I don't so not sure about that one.
I'm trying to get myself to think of the iPhone as a hand-held computer that happens to also make phone calls. Computers get into a state when you have to do a reboot, and I am guessing you already did the standard reboot of holding the power button and the home button down at the same time for about 6 to 10 seconds until the Apple comes back. If you haven't done that, try that first. If it is still a problem, try the Reset network settings under Settings, General, Reset. Avoid the one that says reset all settings, and especially the one that says erase data and reboot or whatever it says.
