I am not aware of any way to delete all messages at once. You have to delete conversation by conversation.
As for blocking texters, yes you can. Open the text message. At the top, do a one finger double tap and hold, or a one finger triple tap to bring up the context menu. Find the info button and double tap. There may or may not be another Info button, but if there is double tap on it. If there isn't, try bringing up the context menu again on the phone number. At one point, you will find the same options as when you bring up the context menu on a recent phone call, things like call, message, share location, add to contacts, create new, and finally at the end Block this caller. Double tap on that, then find the block contact button and double tap again and now they are added to your blocked callers list. This blocks that number from calling or texting. I wish it was as straight forward as blocking a recent phone call.
