An alternative to the above (correct) solutions is as follows:

1) Open “Settings”
2) Locate and select “Phone”
3) In the resulting dialog find “Block Callers” and select it.
4) At the top of this resulting dialog you should encounter an “Add” button, 
select that button.
5) Look for the resulting edit box and type in the “offending” phone number.

NOTE: This will block calls as well as texts from that number.
