I think it would be a good idea to cut Apple a bit of slack until a few weeks after iOS 15 is released. I am often first to point out how stupid SIRI can sometimes be especially after being around for such a long time and compared to Google Assistant and Alexa which are both a lot younger. However, a lot more SIRI functionality will be done on device after iOS 15 is released although I assume you need a recent model of iPhone which has the processing power for this, but if you have whichever phone model has the minimum requirement for this one would hope that SIRI becomes a lot more responsive if not everything has to be sent to the cloud for processing.
