The rotor only controls VoiceOver.
Use the side volume buttons for everything else.
But, in the settings, sounds, make sure change with buttons is off; otherwise, 
you will find suddenly you cannot hear anything including the ringer because 
you accidently lowered the volume too much.
Or use Siri to change the media volume.
I believe Siri may also be able to change VO'S volume.
