What you can do is to have Do Not Disturb on and to set it so that when your phone is unlocked you are getting notifications and such and that is still there under Settings > Focus > Do Not Disturb. All the same settings are still there except they added a bunch of new ones which make it much more configurable. Before 15 when you locked the screen you could have it set to turn on do not disturb. Now they have buried all that in focus but there seems to be no way to do this any more, short of going in and turning it on before you lock your screen.
