Not exactly an activation fee, but it does seem that, at least here in the 
States when buying directly from Apple, that one is charged $30 more if they 
wish to buy an unlocked phone. For example, the base-model iPhone 13 Mini is 
listed at $699, but that is with the automatic $30 carrier discount, as an 
unlocked one is priced at $729.
