Have you rebooted your phone. I still experience the opposite at times, I have it set to lock after 1 minute and found that in previous versions of iOS, e.g. 14, 13, it would sometimes not lock and I am pretty sure it is still doing that in iOS 15 as well. I can fix this by rebooting the phone.
