It does do the quarter hours. The only way I accidentally got it to work is that on the setting screen I turned the announce of the quarter hours on and off a couple of times. When you hear it chime, you know it is on. That is if it is on, it will chime right away. By the way, I also turned on the clock display. The chiming started working after that, but I an not sure if it was turning the display of the clock on or the repeated turning the chime on and off. Good Luck! Take care and stay safe!
