Janet, sounds on the rotor has nothing to do with Voiceover speaking. It simply turns the Voiceover sounds on or off, e.g. the sounds you hear when you tap, swipe or open a folder etc. I want the Voiceover sounds so for me I simple remove this from the rotor and I highly recommend you go to Settings > Voiceover > Rotor and go through all the things there and unselect the ones you think you don't need. Now with the new quick settings feature in iOS 15 in iOS I prefer to keep only the most basic things on the rotor and things I may want but not too often like Hints, Slide to type etc. I put into quick settings which I can easily bring up with a 2-finger quadruple tap.

So lets find out if your rotor volume accidentally got turned down. make sure that your screen is on and turn the rotor. Each time you turn the rotor flick up once. Eventually you'll get around to the volume option and the flick up will raise that volume if it's all the way down. This bit of advice has helped a lot of people in the past. Try doing a double tap with three fingers. This turns speech on/off. You can have VoiceOver running without speech useful for Braille users.
