Screen recognition should be turned off for all apps and should only be used in a situation where you are trying to use an app which is not accessible. Here screen recognition can make all the difference, but as a Voiceover feature it is in my opinion up to each person to know about it's Pros and Cons just as a Jaws user should know about Jaws OCR and how it can help. I doubt Apple can implement functionality where Voiceover provides a message as to whether it should be on or not.
