For me it’s in VoiceOver’s Quick Settings, but I believe it’s in the roter by default. You can make sure it’s in one or the other by going into Settings -> VoiceOver -> Roter or Quick Settings. Once it’s enabled in one of those two places then when you’re in the app in question you can just toggle it on or off by using the roter or going into quick settings.
