I'm not having any issues with Siri at all.  Well, the occasional Try again, 
but that is simply server overload...

As for your volume issue, ask Siri something like What is the 10 day forecast? 
And while it is talking, turn the volume up to the level you want Siri to speak 
at.
Siri's volume will stay that way now, or at least it should.

Are most of us having issues with Siri during the last couple of IOS updates?  
If dictating a message, Siri is so low in volume that Ican’t hear it repeating 
the message back to me.  Also Siri rarely gets the dictation correct.  Also 
sometimes I cannot turn the volume up on the Home Screen.             Siri 
issues     
If I turn blue tooth off that sometimes fixes the problem.  Just wondering if
