I'm not having any issues with Siri at all. Well, the occasional Try again, but that is simply server overload...
As for your volume issue, ask Siri something like What is the 10 day forecast? And while it is talking, turn the volume up to the level you want Siri to speak at. Siri's volume will stay that way now, or at least it should.
