Not to worry.  

This does, sometimes, happen.  In fact, it happened to me and all of the people 
in my local area, about 2 weeks ago.  I think the outage lasted for about a day 
or so.  With all technology, there will always be outages.  That is the nature, 
in this point in history anyway, of technology.

Just be certain to reboot your phone, daily, and your Siri functionality will 
return.

I keep having Siri not placing calls. I then have to go into contacts and look 
the person up and double tap their number. I have sufficient wifi when this
