Yes. To delete older backups, go into settings, Apple ID, iCloud, Manage Storage, and then Backups. You should be able to choose a backup and then choose delete. You may get a warning message, but if it is an older backup you no longer need, then there's o harm in deleting it. I usually keep backups about a week after getting a new device and then I delete them. Otherwise, they just take up space.
