I’ve likewise run in to this issue with my iPhone SE.  I have no idea how the 
iPhone gets into “Silent Mode,” but I’ve learned that when I get no VoiceOver 
feedback I (now) instinctively use the upper physical volume button (just below 
the mute toggle switch) and press furiously to get audible sound back! (Smirk)

I added the “(Smirk)” above because the first few times I ran into this I tried 
all sorts of remedies, none of which worked of course.  I even went so far as 
to place the iPhone SE in charge mode.  Which by the way, did resolve the 
issue, but then I had initiated a quite unnecessary recharge with iPhone being 
somewhere in the 80% charge range to begin with.
