You can select multiple photos, just check near the top right of the screen when you are in your photos (I usually go to the "Albums" tab on the bottom and then select "Recents" which shows all photos, then I tap on "Select" and then you double tab each photo and Voiceover will say "Selected". As soon as you selected the first batch or all the photos you want to move to an album tap on the "Share" button on the bottom and once of the many share options will be "Move to an Album", tap on that select your album and it's done.
