Cellular Data refers to the data used for things like email, streaming 
audio/video, etc.
Your cell minutes are something else.
So, under the cellular settings, go through and turn cellular off for apps you 
don't want eating your data.

You should, of course, double check with your provider to be sure.

Hello all,
Does disabling cellular data in settings/cellular when on wifi affect call 
performance? At home while on wifi I turn off cellular data; however I have 
been noticing dropped calls on an iPhone10R. I tried powering down and on the 
phone and resetting network settings but the problem still seems to occur.
Thoughts?
Carrier suggests I upgrade phone but phone still works great aside from the 
problem noted.
