Thank you so much for doing the legwork and researching this annoying
issue. Your solution does indeed work. I'm using an iPhone 12 Pro with
iOS15.6.1 and the latest YouTube update.
Also, once VO is restarted a double-tap will start playing a video.

What you do is open YouTube. Then, turn voiceover off and swipe one finger down
on the screen. And then when you turn voiceover back on, scrolling through
videos and pages on the home page and everything should work like before. You
have to do this every time you open up the app from a fresh start. Kind of
annoying, but at least it works.
