Maybe so, but if it is an official accessibility feature which it seems to be and yet it's not even available on the iPhone 14 then the assumption that an A16 chip is required would be the logical explanation and hence it won't come to other phones until a few years from now when even the oldest phones have an A16 chip and the newest have advanced well beyond it.
