This is a behavior I’ve seen before with voiceover. An alternative would be to 
go to Settings>Accessibility>Speak screen, and turn on, then in a book or 
wherever, swipe down with two fingers, then you can even lock the screen your 
self and it’ll keep reading. You can find the speak screen dialog with 
voiceover to stop it.
