I’m going to take a guess here. It is asking if you want to use the known or unknown contacts, right? I’ve never seen it ask for anything other than the default contacts, but I don’t have them sorted like that.
As to why you have to hear the name twice in the app switcher, only Apple knows. I’d write them and suggest they fix that since it is completely unnecessary.
