I don't think it's a question as to what phone you have when it comes to updating to iOS 16 but whether you want to do so. Of course as Richard pointed out the first Gen iPhone SE can't be updated and that also applies to the iPhone 6S/6S Plus or anything older. If you have an iPhone 7, 8/8 Plus or newer you can update. I have an iPhone 11 and updated and by now I am signed up on the public Beta for iOS 16.1 and I have no issues which give me any concern or which make me regret it. I can't speak for braille since I use neither braille input nor do I use my iPhone with a braille display so if there are bugs in that area you would have to read information on Applevis to inform yourself.
