If your battery health/capacity is really at 30% and you plan to use this phone in any meaningful way without it being permanently plugged in you should simply spend the $49 and get a new battery put in. Nobody can tell you whether it will work for 1 hour, 30 minutes or 2 hours as that would depend entirely on what you do at the time and even how good your cell signal is, if you are in an area with really good coverage the phone will use less battery than if you are somewhere with hardly any service where it will constantly search for towers trying to connect.
