While holding in the volume down and power button does give an option to shut down, it also brings up the emergency call screen.
Depending on your settings, this may end up in making a 911 call when you don’t want to. The safer method is what has been given before: Quickly press and release volume up, then volume down, then press and hold just the power button. You will hear voiceover say power off, release the button and double tap power off. If you keep holding the power button at that point it will reboot the phone.
