I just realized Chris and CJ were replying to Debbie’s message, rather than 
mine, so perhaps my input isn’t needed.  However, I may finally have stumbled 
into a positive direction and thought I’d share.  Two notifications just came 
in, and they were not only announced, but all of the notifications were read by 
Siri.  Unlike I feared, VO and Siri didn’t speak at the same time.  
 
I’ll attempt to describe how I stumbled onto where I currently am.  As 
mentioned in prior messages, I had been reluctant to turn on the setting for 
Siri to announce notifications, hoping to prevent hearing VO and Siri speaking 
at the same time, so asked if I should turn on the setting for Siri to announce 
notifications.  An answer wasn’t provided, so I decided to turn on the setting, 
under notifications, for Siri to announce notifications; it didn’t make a 
difference.  I also tried turning on the setting, under Siri Suggestions, to 
announce notifications just for kicks; no change.
 
After confirming the settings under Notifications Chris and CJ mentioned are 
correct, I systematically turned on/off anything under Notifications that 
relates to Siri and notifications.  Nothing I did caused notifications to be 
read on the lock screen.
 
So, I went back to the settings under Siri/Search.  Once again, I 
systematically turned on/off settings; nothing changed.  I then went back to 
the Accessibility settings, under Siri, and proceeded in the same fashion; 
nothing changed.  I then decided to go back and turn on a lot of settings under 
Notifications, Siri/Search & Accessibility/Siri.  The last setting I activated 
was “Announce Notifications on Speaker”.  Shortly after, Siri announced the 
arrival of a notification and read the entire thing.  Was the key to turn on 
“Announce Notifications on Speaker”?  I’m not sure since I had that setting 
turned on at least once before.  It seems to me that the secret is to have a 
number of settings configured properly, and not just settings under 
notifications; kind of like a puzzle.  Maybe when I went through the settings, 
to set up the new phone, I changed a default setting that caused notifications 
to not be read on the lock screen.
 
So, because Siri is giving me what I want, maybe I incorrectly was focused on 
notifications being read by VO; maybe Siri always read my notifications.  By 
the way, I set up two very different voices for VO and Siri, so I would know 
who was speaking. 
 
I will of course share all of this with Apple Accessibility.

And it you’re talking about the lock screen, go into Settings -> Notifications 
and check whether you want your notifications to be displayed in a stack or a 
list and the show preview setting to determine if you want notification 
previews displayed on the lock screen or not.

If you are referring to Voiceover automatically reading notifications when they 
come in, I am assuming that you have already checked this, but just in case, go 
to, Settings, Accessibility, Voiceover, verbosity, and make sure the setting, 
always speak notifications is turned on.
