It is, and this is still working for me since I moved up to IOS 16. Was it working for you with IOS 15? If so then you shouldn't be doing anything wrong, since it should work exactly the same. Put your finger at the very bottom of the screen and then move it up until you feel the second vibration. Lift your Finger, and you should be in the App Switcher.
