You're both talking at cross-purposes.
1. To engage the App Switcher, place one finger at the bottom center of
the screen and swipe up quickly. As your finger slides upward, three
distinct vibrations will be felt, and if sound effects are turned on,
three rising tones will be heard. The first of these is the Home Screen,
the second I forgot, and the third is the App Switcher.
2. Since iOS 15, the App Switcher now shows two views of open
applications. One is a read-only list, the other contains actionable
items. If you want to close an open application, find it in the list of
items where VoiceOver actually says "Active," then swipe up with three
fingers to close it. This is the three-finger gesture about which you
are asking.

anything wrong, since it should work exactly the same. Put your finger
at the very bottom of the screen and then move it up until you feel
the second vibration. Lift your
Finger, and you should be in the App Switcher. When you try this
gesture, what are you getting?
