It gets VoiceOver focus as soon as you enter the App Library. You should just be able to double tap and start typing the name of the app you want to search for as soon as you get into the App Library with that last three finger swipe right. I reported an issue to Apple recently, but you can't get there with a two finger flick up or by a four finger tap at the top of the screen. You can get there by performing a three finger right from the last home page. Now you can flick around all of your installed apps until you find the app you're looking for.
