For those experiencing this bug and I understand it a little because I have
a little background but, how could those that experience it report it in a
comprehensive manner to apple so that it gets fixed? I suspect this is
very anoying.

As a former professional programmer, I would suggest that the word "Coupon"
in this instance, is referring to a Facetime security coupon and / or
"Token", depending upon the state of the argument being passed through to
the function.
Again, just a guess.

Ha, an interesting take. I've been a programmer for a long, long, very long
time, but I've never heard of any programming object called a coupon. I
thinhk that's quite funny! I've heard of lexical tokens, syntax trees,
parsing algorithms, fuzzy logic, datapoint fragmentation, forking,
relational pyramids, reciphering, lots of other interesting linguistic
oddments, but coupons? Sure would like to find out what that's really all
about.

randomly announced during various screen display transitions.
It is just a VoiceOver programming glitch in so far as the developers
inadvertently failed to suppress VoiceOver from announcing this
particular behind-the-scenes function.
So, not to worry, this has happened in the past and will, from
time-to-time happen in the future.
Again, this is just my opinion, nothing more.
