I don't think Richard has an Android phone so it must be Siri Voice 4 and in any case, he says the other Siri voices also do it. The original text must include some emoji because if I copy that text and email it to myself Siri just reads it unless of course my Siri is not as good as Richards 😂 I also tried it by including the word "sigh" in parenthesis and in that case Siri will read it out as in:
