You can release it wherever you like, but since you're navigating with the keyboard, Voiceover doesn't see the blank spots on your home screens for you to drop it into, therefore all you can do is create folders.

Are we sure about this? It seems a little dumb that you can pick up an App, that Voiceover would say "moving app," but then it won't let you release it into the new destination. And there I got all excited that moving apps would be a lot easier than dragging my finger around and cursing Voiceover for not announcing things where I know they are located.
