I was too, but now, when I switch to Mute, it says Muted. I just switched voices. Someone else said they did that, and it worked for him, and it worked for me, so good work around.

I think it started in iOS 16, but maybe not. If I move the switch on the side of the phone, either way VoiceOver says "unmuted." It does this on n XS, a 12 Pro Max and a 14 Pro Max. However, even though VO says "unmuted" for both positions, the phone sounds are definitely muted when the switched is moved to the back of the phone, and restored when moved to the front.
