You need to decide what you are going to use and turn off the other one. So if you are going to use 1password as an example you turn off iCloud keychain so they will all save in 1password in the future. This is user error that you will need to sort out unfortunately.

Some are saved in a password manager and some are saved in the Icloud keychain, because when I used some websites or apps on Iphone requiring passwords, I saved the passwords in the Icloud keychain, but forgot to save them in the password manager. When I used my laptop, I saved password in the password manager, ut didn't save them in the Icloud keychain. I would like to have all passwords in the Password manager and in the Icloud keychain too. Please, is there a way to merge passwords and have them saved in the password manager and Icloud keychain, or will I have to save every single entry manually?
