Shortcuts is your friend. There is a preset one called "Emergency Video", but by default it sends a message to your contacts which says "I am getting pulled over" so you might want to change the shortcut so it doesn't do this. Otherwise if set up correctly you can just say "Emergency Video" to Siri and it will start recording.
