I'm not sure what you're asking, but they couldn't just start charging those people who bought Voice Dream Reader for a fixed price with the new subscription fee. However, they could definitely discontinue support and updates for the fixed price version and only support and update the subscription version.
There's also a big difference between what is and isn't legal versus what is and isn't allowed in the App Store.
