Hi Christopher, you should try to work with screen curtain on for an extended 
period of time and I believe you will find that whenever this happens if you 
have screen curtain on Voiceover will say "screen curtain on" just as if you 
were restarting Voiceover.
For me clearing the app switcher or restarting the phone does not seem to make 
a difference or if it dcoes it is short-lived; I have an iPhone 13 Pro.

Once in a great while, I'll have the issue where my focus keeps jumping to the 
top of the screen. I think it has to do with either an IOS update or changing 
my TTS voice. Clearing out my App Switcher and restarting the phone always 
takes care of  this for me.

My iphone 8 does this all the time, and yes, its rather annoying.  I think that 
the particular app is refreshing itself or something.  The screen actually 
lights up for a second and then the screen curten returns again and the focus 
is usually moved to the top of the page.  This often happens for me on webpages 
and photos, but it also happens in other apps too.  I have no idea how to make 
it stop, its just something that I put up with.  You could always try 
restarting your phone and or emptying the app switcher if it starts happening 
too often.
