My phone's been doing this since I don't know when. I just figure it was one of those VO quirks that randomly happen. I know it was going on since at least iOS 15.x when all the other extraneous VO chatter really started, but before that, I couldn't say. I'm going to have to pay attention about the being placed at the top of the screen part next time it happens. Off-hand, I don't recall if that's the case on my XR.

The screen actually lights up for a second and then the screen curten returns again and the focus is usually moved to the top of the page.
